Housing Assistance Adds Four Board Members
Real Estate Executive, Cape Cod Chamber CEO, HR Consultant and Foundation Leader Appointed as Directors to Build Community Connections and Increase Housing Opportunities
HYANNIS, Mass. (July 1, 2025) – Housing Assistance, a Cape and Islands nonprofit focused on addressing housing insecurity for residents through emergency shelter, subsidy and educational programs, and the development of housing, today announced the appointment of four new members to its Board of Directors.
The new directors are:
- Katie Clancy, Sales Vice President for The Cape House at William Raveis Real Estate
- Paul Niedzwiecki, CEO of the Cape Cod Chamber of Commerce
- Tammy (Glivinski) Saben, President of Saben HR Consulting
- Andrea Silbert, President of the Eos Foundation
“Our organization is bolstered by the addition of these four directors, who bring decades of experience across many areas including strategic leadership, public policy, real estate, marketing, economic development, finance, and nonprofit governance,” said Housing Assistance Board Chair Bill Bogdanovich. “Their knowledge and guidance will support our mission and enable us to be even more responsive to the housing needs of Cape Cod.”

With the new appointments, the Housing Assistance board has expanded to a total of 19 directors. In addition to Chair Bodganovich, the board’s Executive Committee includes Vice Chair Peter Freeman, Treasurer Paul Ruchinskas, Clerk Ashley Moore Baker, and At-Large Members Cathy Gibson, Alex Rodolakis and Dr. Kumara Sidhartha.
Biographies of the new board members:
Katie Clancy is a powerhouse real estate agent, speaker, author and coach whose Cape House real estate team is among the most prolific in the region with over $300 million in sales. The 2022 Cape Cod and Islands “REALTOR® of the Year,” Clancy has been featured in Cape & Plymouth Business Magazine, Banker & Tradesman, the London Financial Times, and on conference stages across the country.
Clancy is host of the “Happiest Person in Real Estate” podcast and leader of the Day One success coaching group. Clancy has also worked as a scientist, educator and lounge singer.
The Dennis resident is also an ardent supporter of the Cape Cod community having served on nonprofit, industry and municipal boards including the Cape Cod & Islands Multiple Listing Service, Dennis Conservation Land Trust, and Cape Wellness Collaborative.
Paul Niedzwiecki has led the Cape Cod Chamber as chief executive officer since July 2021. The West Barnstable resident is a public policy professional and attorney with more than two decades of experience in public administration and crafting environmental and economic policy on Cape Cod.
In his previous role as executive director of the Cape Cod Commission, Niedzwiecki worked to reorganize the region’s planning and regulatory agency to reduce red tape and assist communities with their balancing of protection of the natural environment and economic growth, while increasing transparency and community engagement.
Niedzwiecki also has held senior positions with Southfield Redevelopment Authority and Cape Cod Healthcare. In addition, he served as the assistant town manager in Barnstable, the Cape’s largest town, where he established the Cape’s first Growth Incentive Zone to bolster downtown Hyannis small business, and was the first chairman of the Cape Cod Water Protection Collaborative.
Niedzwiecki holds a bachelor’s degree in public administration from Suffolk University and a juris doctor degree from Suffolk University Law School.

Tammy (Glivinski) Saben is the founder and principal of Saben HR Consultants (originally Glivinski & Associates), launched in 1999 to support small and midsize organizations in managing their business operations and financial infrastructure.
The Yarmouth Port resident has over 45 years of experience in accounting, personnel and business management. Her expertise has guided startups, Fortune 500 companies, nonprofit organizations and government-funded agencies across Massachusetts in building sustainable systems for growth.
Before founding the firm, Saben held executive roles including corporate controller for a California-based benefits administration firm and regional manager for Oxford Global Resources and Robert Half Inc. Her strategic insight, talent for team development and unwavering belief that micro-community businesses deserve world-class guidance have made her a trusted partner to organizations throughout the Commonwealth.
A high-honors graduate of Suffolk University, Saben is deeply committed to civic engagement. She is the governor-appointed chair of the Board of Trustees at Cape Cod Community College, holds board and committee positions with Cape Cod 5, and serves on the boards of the Cape and Islands United Way, the Massachusetts Housing & Climate Innovation Center, and Friends of Children’s Cove.

Andrea Silbert has led the Eos Foundation since 2007, guiding its mission to fight hunger, poverty, and systemic barriers to gender and racial equity. Previously, she ran for lieutenant governor of Massachusetts, advocating for job creation and economic justice.
In 1995, the Harwich resident founded the Center for Women & Enterprise (CWE), now one of the largest nonprofit entrepreneurial training centers in the U.S., supporting thousands of entrepreneurs, including the founders of Zipcar and iRobot.
Silbert began her career at Morgan Stanley before shifting to grassroots economic development work in Costa Rica, Colombia and Brazil, including with Women’s World Banking. Nationally, she co-founded Springboard Enterprises, which has helped women-led startups raise over $2 billion, and chaired the Association of Women’s Business Centers, advocating for federal support of women-owned businesses. In 2000, she was appointed to the National Women’s Business Council, where she advised Congress and the president on women’s entrepreneurship.
Named by Working Woman magazine as one of 25 leaders advancing women in the workplace, Silbert holds three Harvard degrees (BA, MBA, MPA). She chairs the board of the Alliance for Business Leadership and serves as vice chair of the Harwich Conservation Trust.
